Baltic Capitals & Polish Cities Apartment Price Indexes, December 2013

Vilnius apartment prices rose by 0.2% to 1,218 EUR/sqm in December 2013. During a year apartment prices in Vilnius increased by 2.8%, and since the last lowest price level (May 2010) have raised 5.5% (+64 EUR/sqm). The greatest positive changes in prices during the year were recorded for new apartments in the prestigious districts, as well as for old apartments in residential districts. There were almost 9,000 apartment transactions in 2013 in Vilnius – 32% more than in 2012.

In December 2013, apartment prices in Riga have increased by 1.7% to average price of 1,030 EUR/sqm. Over the past 12 months, the average apartment price has increased 4.1%. The price increase in December was recorded for old and new construction apartments in various districts of Riga. The significant price increase in recent months was largely a result of decreased supply of smaller apartments in the market.

The average apartment price in Tallinn increased 3.9% to 1,359 EUR/sqm in December 2013. Compared with December 2012, average price have increased 20.0%. In districts like Lasnamae and Mustamae, one or two room Soviet era apartments increased their value even up to 30% within a year. There were almost 7,800 apartment transactions in 2013 in Tallinn, which is 10% more than in 2012.

In December 2013 apartment prices have decreased the most 0.5% in Łódź and this brings the average apartment price to EUR 1,323 per sqm. The prices decreased moderately by 0.1% also in Warsaw and Cracow. Prices in Poznań and Gdańsk slightly increased. During the last 12 months the price of apartments has dropped from 2.5% in Łódź to 3.7% in Gdańsk. From the highest apartment price level and until December 2013, apartment prices drop from 15.5% in Warsaw to 37.3% in Łódź.

Buyers Show No Interest in Overpriced Housing

The Ober-Haus Apartment Price Index for Lithuania (OHBI), which captures changes in apartment prices in the five largest Lithuanian cities (Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėžys), remained unchanged in September 2023 (August 2023 figures had shown 0.4% growth). The overall level of apartment prices in Lithuania’s major cities grew by 2.6% over the last 12 months (an annual growth of 4.9% in August 2023). In September 2023, Klaipėda, Šiauliai and Panevėžys recorded 0.2%, 0.3% and 0.4% growth respectively, and the average price per square metre rose to EUR 1,613 (+3 €/m²), EUR 1,103 (+3 €/m²) and EUR 1,078 (+4 €/m²). Meanwhile, in Vilnius and Kaunas, the average price per square metre decreased by 0.1% month-on-month to 2.568 Eur (-3 €/m²) and 1.724 Eur (-2 €/m²) respectively. Office sublease: thousands of invisible square metres

In the office segment, the phenomenon of sublease – the transfer of part of a company’s leased premises to a third party – became popular during the pandemic and has remained since. The market of subleased property is usually not included in the official statistics published by real estate agencies. According to OBER-HAUS, current tenants of Class A and Class B+ business centres in Vilnius alone could be offering several thousand or even tens of thousands of square metres of space for sublease. Sublease is usually simply understood as renting space not directly from the owner or manager of a business centre, but from an existing tenant established and operating in the business centre. The principle of sublease itself existed long before the pandemic, but has only become more popular in recent years as businesses switched to remote or hybrid work, consequently, the amount of space required for their operations has decreased. OBER-HAUS estimates that since the beginning of the pandemic, the average office space in Vilnius has decreased by about 30%.
